| Closeness and Responsiveness to citizens is a key goal of this Committee which centres much of its activities around questions that directly affect all citizens, including the labour market, health, education and housing. |
| There can be little doubt that the legal framework which regulates day to day activities in a society greatly influences the capacity both to generate talent and wealth, as well as the manner in which these are distributed. This belief is greatly supported by new theories of economic development, which indicate that the stability and clarity of the legal framework of a country is one of the most important factors influencing development in both the mid-term and long-term. Put succinctly: Making laws is important, making good ones even more so. |
| In order for a legal framework to be carried in the right direction, it is necessary that the generation and modification of such be thorough and rigorous, with attention focused on the motives, effects and incentives that a law generates. In order to do this, laws must be developed in a framework that allows for calm and critical reflection; one which enables a process of getting proper results by addressing the necessities and demands of different groups through principles such as individual liberty, social welfare and social justice. This is the principle mission of this institution. |
| Since its creation in May 1992, the Community of Madrid’s CES has developed an important task, acting as a consulting body and meeting point for employers, trade unions, consumers, and professional and academic experts. Through these years, CES has shed light on a long list of projects and preliminary draft laws that, in some way or another, have affected regional development and improved the quality of life enjoyed by citizens in the Region. One the other hand, through its publications, reports and working papers, the Committee has served as an outstanding observatory for the developments of one of the most prosperous, vibrant and solidarity-driven regions of Spain. |
| Entrenched within the prestige acquired by the organism over past years we are now commencing another stage, with innovative ideas and initiatives that we will enrich an already well-established and consolidated project. One of these initiatives is precisely the commencement of a new institutional webpage, which we hope will further communication and the exchange of ideas with all social agents willing to take part in the adoption of public decisions through the channels foreseen by the Committees law and regulations. |
