The Economic and Social Committee (Consejo Económico y Social) was created under law 6/1991, 4th April 1991 with the aim of “facilitating the fullest participation of citizens in political, economic, cultural and social life,” as captured by article 1 of Madrid’s Statute of Autonomy. The constitutive plenary session took place on May 8th, 1992.

Tripartite in nature, being composed of social representatives (business representatives and unionists), as well as experts appointed by the regional government, it has a consultative role in economic and social maters within the Regional Government of Madrid. The Economic and Social Committee exercises its competencies with total functional independence from other bodies and institutions within the Regional Government of Madrid. Its budget constitutes a programme of action within the General Budget of the Regional Government of Madrid.

Its objective is to serve as an avenue for participation and dialogue for union and business representatives, as well as experts of renowned prestige, in debate on economic and social affairs, passing on reflections and suggestions to the regional government.
